Nigeria’s federal government now has a consolidated evidence base to drive workforce reform, following the formal presentation and closeout of the Personnel Audit and Skills Gap Analysis, PASGA. Phillips Consulting, as lead consultant, delivered a nationwide assessment combining personnel verification, workforce analytics and a skills gap survey designed to show where capabilities are weakest across Ministries, Departments and Agencies.

The exercise produced two complementary outputs, the verification outcomes that cleanly map personnel records across participating MDAs, and the skills gap findings that pinpoint competency shortfalls. Those elements feed into capability development priorities and personnel profiles for individual MDAs, giving managers a more granular picture of who is on the payroll and what they can do.

Phillips led a consortium of 15 cluster consultants to complete the assignment. Partners named on the project list include Workforce Group, Stransform Limited, Pivotage Consulting and MacTay Consulting. Additional collaborators were TWPC Tech, Knewrow Performance Engineering, Zimedy Services Ltd., Evo & Hogg Limited and GEORGID Consulting. The remaining firms involved were Greenfields Consultancy and Allied Services Ltd., Qriosity International Limited, 1StepAhead Consulting, Premium-Gold Resources Consulting, Time-Line Consult Limited and Saddat Unique Services Ltd.

Beyond the data, the PASGA Report delivers strategic recommendations and a Reform Implementation Roadmap that sets short, medium and long term actions. That roadmap is the report’s operational core, intended to convert audit findings into targeted learning, reskilling and institutional reforms rather than leaving results as a static inventory.

The report frames capability development as an ongoing programme, not a single intervention. For civil servants it promises clearer signals about the competencies required in an era of digitalisation, emerging technologies and shifting citizen expectations. For MDAs it offers a basis for tighter workforce planning and more precise deployment of talent. For the centre of government, it supplies the analytics needed to prioritise investments and move away from one-size-fits-all training.

The PASGA closeout also underscores Phillips Consulting’s role in delivering complex, large-scale public sector transformation work, bringing together project management, analytics and institutional reform expertise. The immediate next step rests with government and MDAs to adopt the roadmap, sequence reform priorities and fund the targeted interventions that will translate the audit into measurable improvements in service delivery.
